What does it mean?
SABO (Sveriges Allmännyttiga Bostadsföretag) is the industry organization for municipal housing companies. Its members are the public housing companies owned by Sweden's municipalities — approximately 300 companies that together manage over 800,000 apartments, roughly half of all rental apartments in Sweden.
SABO's rent negotiations with Hyresgästföreningen set the standard for the entire rental market. The results from municipal housing negotiations set the benchmark that private landlords then negotiate from.
